Heritage Areas Land Grab on the Fast Track! They Must Be Stopped!

October 9, 2003 Volume 6, Issue 12

APC is now offering you a quick and easy way to multiply your efforts and help win more battles! Simply click http://www.referralblast.com/rblast.asp?sid=5906 to send this APC Action Alert to up to TEN of your friends! It’s fast, it’s easy, and most of all, it’s extremely effective in KILLING LEFTIST POLICIES!

We have to step up the pressure!

The following Heritage Areas are coming and coming FAST:

- H.R. 280: "The National Aviation Heritage Area" sponsored by Rep. David Hobson (R-OH)

-H.R. 1862: "The Oil Region National Heritage Area" sponsored by Rep. John Peterson (R-PA)

-H.R. 1618: "The Arabia Mountain National Heritage Area" sponsored by Denise Majette (D-GA)

-H.R. 1594: "The St. Croix National Heritage Area" sponsored by Rep. Donna Christensen (D-Virgin Islands)

These Heritage Areas are de facto federal zoning. Federal money for Heritage Areas is administered through the National Park Service to preservation groups that are directed to "preserve everything within the Heritage Area that is relevant to the Heritage Area." In other words, the Park Service teams up with local greens to take away YOUR private property rights. Once an area becomes a Heritage Area, local control over zoning and land use is lost. (To read more on the dangers of Heritage Areas, go to: http://www.americanpolicy.org/prop/main.htm).

How would you like zoning and property rights decisions in YOUR town being made by green groups, local bureaucrats and the National Park Service??? THAT is the reality of National Heritage Areas!

House Resources Committee Chairman, Rep. Richard Pombo (R-CA), has done all he can to hold Heritage Areas at bay. But he desperately needs our help. Green lobbyists and the National Park Service are pulling out all the stops, trying to make certain that these Heritage Areas pass before Congress leaves for the year.

**Action to Take**

1. Call, fax or E-mail Rep. Richard Pombo (R-CA) and tell him to hold the line on Heritage Areas! He’s under tremendous pressure from outside sources and must have our support! Phone: (202) 225-1947. Fax: (202) 226-0861. To email Rep. Pombo, go to: http://www.house.gov/pombo/contact/commentsform.htm

2. Call, fax or E-mail Rep. George Radanovich and tell him to do everything in his power to stop these four Heritage Areas from passing! Rep. Radanovich is the chairman of the subcommittee (House Subcommittee on Parks) that will be voting on these bills. Phone: (202) 225-4540. Fax: (202) 225-3402. E-mail: parks.subcommittee@mail.house.gov

3. Call, write, and E-mail your Representative and tell him or her to fight against ALL Heritage Areas. Then, tell them to specifically reject the four Heritage Area bills mentioned above. Heritage Areas run roughshod over property rights and the ability of local communities to decide their own land use policies! Save local communities by rejecting Heritage Areas! Capitol Hill Switchboard: (202) 225-3121. Simply ask for your Representative by name. Or, you may Email your congressman by going to: http://www.americanpolicy.org/congresslinks.htm

Senate STILL STALLING on Healthy Forests Initiative

From our friends at the American Land Rights Association:

The fires are still burning.

But the season is coming to a close.

Out of sight, out of mind.

To begin bringing our forests back to good health, we must start now to make a difference before next summer.

The Senate is delaying and delaying.

You must call both your Senators PLUS Senators Tom Daschle (D-SD), Harry Reid (D-NV) and Ron Wyden (D-OR). They are the lynchpins. The numbers are below.

HERE’S WHAT’S HAPPENING:

There have been threats of a filibuster. Negotiations are taking place right now over if and when there will be a vote. To win, Healthy Forest advocates must get sixty votes to overcome any threatened filibuster.

The Senate needs to set a date and time for the vote.

Your calls and faxes to the following Senators are critical to push the issue to a resolution. THE SENATE NEEDS TO VOTE.

Right now, the Healthy Forests Restoration Act is being delayed by the environmental groups who would rather have your house burn down than have foresters clean up the forests or log a burned or bug killed tree.

The fiddling must stop.

You, and every person you know, must call your Senators NOW!!! Urge them to do their job. Urge them to do it now.

THIS IS AN ALL OUT CALL TO ACTION.

**Action to Take**

1. Call both your Senators to urge them to support the Healthy Forests Restoration Act (HR 1904). You can call every Senator at (202) 224-3121. Or, just for fun, use the GREENS’ own 800 FREE NUMBER, 800-839-5276. Another FREE NUMBER is (800) 648-3516. The Capitol Switchboard will answer. Ask for your Senator’s office. Then ask for the person who handles the Healthy Forests Restoration Act (HR 1904). Put your Senator on the spot. Ask if he or she is going to allow a straight up or down vote. Urge them not to filibuster to prevent a vote.

Tell them: "I'm asking Senator _____________ to support the Healthy Forests Restoration Act legislation now before the Senate. We must act now to stop these catastrophic fires that devastate our water, our wildlife habitat, our air quality and our communities.

It's time to act now before Congress goes home for the year. The bill, the Healthy Forests Restoration Act (HR-1904) will be before the Senate in the coming weeks. Please support this legislation and oppose efforts to weaken it."

2. Call the Senators listed below. They are key to whether there is a vote and when it is scheduled. Urge them to allow a straight up or down vote on the Healthy Forests Restoration Act (HR 1904). Call both your Senators PLUS these three:

Tom Daschle (D-SD) – Phone (202) 224-2321 – FAX (202) 224-6603

Harry Reid (D-NV) – Phone (202) 224-3542 – FAX (202) 224-7327

Ron Wyden (D-OR) – Phone (202) 224-5244 – FAX (202) 228-2717

3. Send your Senators an e-mail. It is possible to access your Senators' web pages to find fax numbers, email addresses and snail mail addresses at: http://www.senate.gov/general/contact_information/senators_cfm.cfm

McCain and Lieberman Seek to Implement Kyoto, Destroy U.S. Economy

The U.N.’s Kyoto global warming treaty is all but dead. Just this week, Russia’s Vladimir Putin all but killed it when he backed off from an earlier promise to ratify the treaty. As it turns out, destroying the Russian economy over bogus global warming hysteria may not be worth his while—no matter how many brownie points it scores with U.N. bureaucrats.

Too bad John McCain and Joe Lieberman don’t have as much common sense. The two plan to offer their own version of the Kyoto protocol in "The Climate Stewardship Act of 2003" (S. 139). The Senate will likely vote on this bill at the end of this month—which means we have little time to save our economy and our way of life.

S. 139 calls for the U.S. to reduce so-called "greenhouse gas emissions" to year 2000 levels by 2010. Essentially, it will bring the economy to a grinding halt over the man-made global warming farce. Because the legislation is less drastic than his previous mandates, which were even MORE draconian, McCain says he "expects to build momentum for the measure in the Senate." As bad as S. 139 already is, it must be noted that greens consider it a mere "foot in the door" to increased caps on emissions and a further "wrenching transformation of society."

The greens are waging an all out war to get S. 139 passed. We simply must make certain that it never happens.

**Action to Take**

1. Call, write, and Email both of your Senators and tell them to vote AGAINST the "Climate Stewardship Act." Senate Switchboard: (202) 224-3121. Simply ask for your Senator by name. Or, you may Email your senator from his website by going to: http://www.senate.gov/general/contact_information/senators_cfm.cfm
